Obsolete
This feature is obsolete. Although it may still work in some browsers, its use is discouraged since it could be removed at any time. Try to avoid using it.

The obsolete <element> was part of the Web Components specification; it was intended to be used to define new custom DOM elements. It was removed in favor of a JavaScript-driven approach for creating new custom elements.
