This module is part of the f5networks.f5_modules collection (version 1.37.1).
You might already have this collection installed if you are using the ansible package. It is not included in ansible-core. To check whether it is installed, run ansible-galaxy collection list.
To install it, use: ansible-galaxy collection install f5networks.f5_modules.
To use it in a playbook, specify: f5networks.f5_modules.bigip_configsync_action.

sync_device_to_group boolean | Specifies the system synchronizes configuration data from this device to other members of the device group. In this case, the device performs a “push” to all the other devices in the group. This option is mutually exclusive with the Choices:

sync_group_to_device boolean | Specifies the system synchronizes configuration data from the device with the most recent configuration. In this case, the device performs a “pull” from the most recently updated device. This option is mutually exclusive with the Choices:
