Returns the broadcasted static shape between shape_x and shape_y.

Args:

• shape_x: A TensorShape
• shape_y: A TensorShape

Returns:

A TensorShape representing the broadcasted shape.

Raises:

• ValueError: If the two shapes can not be broadcasted.
