Specifies the reason a tab was muted or unmuted.
Values of this type are strings. Possible values are:
Tab capture started, forcing a muted state change.
An extension set the muted state. If this is the reason, extensionId in tabs.mutedInfo will contain the ID of the extension responsible.
The user set the muted state.
