Arguments
x	Tensor or variable.
y	Tensor or variable.

Returns
A tensor with the element wise maximum value(s) of x and y.

Examples:

y = tf.Variable([[2, 1], [0, -1]])
m = tf.keras.backend.maximum(x, y)
